Why organizations book an assessment

Keeping people safe while they worship, learn and gather

An assessment gives your leadership a clear, honest picture of how people arrive, gather and leave, and what to fix first. These are the most common reasons to book one:

Starting or training a safety team

Give your safety, greeter or usher team a plan built around your actual building, schedule and people.

Insurance and liability

Show your insurer and your board that you have looked at your risks and have a written plan to reduce them.

A new building or renovation

Get entrances, lighting, cameras and locks right before the work is finished, when changes cost the least.

After a local incident

When something happens nearby, get a calm, practical review of what it means for your campus.

Large events and holidays

Plan ahead for Christmas, Easter, the High Holy Days, Ramadan and Eid, festivals and graduations, when crowds are biggest.

Peace of mind for leadership and parents

Answer the question parents and members ask: “Are our kids and families safe here?”

The assessment

What you get

A practical, site-specific look at your campus in plain language, so your leadership, staff and volunteers know what to fix first.

On-site walk-through

of your buildings, grounds, parking, entrances and daily operations, with your leadership.

Threat and vulnerability assessment

covering threats, perimeter, access control, lighting, video, physical protection and consequences. It also follows the FEMA NSGP and Cal OES CSNSGP Vulnerability Assessment Worksheet format (rev. 10/25), in case you apply for a grant.

Prioritized mitigation list with cost tiers:

no/low-cost fixes (procedures and in-house staff awareness briefings), moderate upgrades, and larger capital projects you can budget for or fund through a grant.

Findings briefing

(in person or video) for your board, clergy, administrators or safety team, in English or Spanish.

Written report

in plain language, with a grant-ready write-up your team can use for a grant vulnerability assessment and Investment Justification.

How it works

  1. Scope

Short call to scope your site; 50% deposit books your date

  2. Walk-through

On-site walk-through and interviews with staff and leadership

  3. Report & briefing

Written assessment and mitigation list within 7 days; findings briefing; balance due

Security grants

Applying for a security grant? Your report is already grant-ready.

If your organization applies to FEMA’s Nonprofit Security Grant Program (NSGP) or California’s state program (CSNSGP, run by Cal OES), each site needs its own vulnerability assessment. Your Angel Guard report is organized the way those programs ask for it, so you are not starting from scratch. NSGP is open to 501(c)(3) nonprofits at high risk of terrorist or other extremist attack, and you apply through your state’s State Administrative Agency (SAA). The FY 2026 round allowed up to $200,000 per site, and California’s 2025–26 round allowed up to $250,000 per site. Neither program has announced its next round.

Ernesto Castro

When you book an Angel Guard assessment, you work with me directly, from the first call to the findings briefing.

I’m a U.S. Navy veteran (Lieutenant) and retired Department of Defense civilian. As force protection officer at U.S. Naval Forces Central Command in Bahrain, I reviewed and approved more than 130 port-visit and exercise force protection plans and conducted force protection assessments in Egypt, the United Arab Emirates, Oman, Qatar, Kenya and Pakistan. I later served as a Battle Captain in Iraq, where I was awarded the Joint Service Commendation Medal.

From 2008 to 2025 I led physical-security technology work at Naval Information Warfare Center Pacific in San Diego. Today I bring that same discipline to the places where communities gather: churches, synagogues, mosques, schools and the nonprofits that serve their neighbors. I hold a B.S. in Criminal Justice from California State University, Los Angeles, and I work in English and Spanish.

At a glance

  • I’m a U.S. Navy veteran (Lieutenant) and retired Department of Defense civilian, and a former force protection officer at U.S. Naval Forces Central Command in Bahrain
  • I have 30 years of U.S. Navy and Department of Defense service, including force protection in high-threat environments
  • I was a Branch Head at Naval Information Warfare Center Pacific, San Diego (2008–2025), working on physical-security technology: access control, video, perimeter and vehicle barriers
  • I supported the response to the U.S. Consulate attack in Jeddah, received the Navy Commendation Medal for threat response and multi-agency coordination in Karachi, Pakistan, and served as a Battle Captain with Multi-National Corps–Iraq
  • I conducted a security assessment of a Catholic cathedral bishop’s residence in Morelos, Mexico
  • My Secret clearance is eligible for reinstatement
  • I work in English and Spanish

Questions

Frequently asked questions

What does the assessment cost?

$1,950 per site, flat. Multi-site pricing is available. A 50% deposit schedules your date, and the balance is due on delivery.

How soon do we get the report?

Within 7 calendar days of the walk-through. A findings briefing (in person or video) for your board, clergy or administrators follows.

Do we need to be applying for a grant?

Not at all. Most organizations book an assessment to protect their people, set up or train a safety team, satisfy an insurer, or plan for a new building or a big event. If you apply for a security grant later, the report is already in the format the programs ask for.

Can you help us set up or train our safety team?

Yes. The findings briefing is a good starting point for your safety, greeter or usher team, and practical awareness briefings for staff and volunteers are available separately.

Where do you work, and in which languages?

On-site anywhere in the United States. Findings briefings are available in English or Spanish, including for Spanish-language congregations.

Is a grant round open right now?

Not at the moment. FEMA’s FY 2026 NSGP round has closed (awards were announced September 28, 2026), and California’s 2025–26 CSNSGP round has closed. Neither program has announced its next round. Having your assessment done before the window opens means you are not starting from scratch.

How do we apply for the federal NSGP?

Through your state’s State Administrative Agency (SAA); nonprofits cannot apply directly to FEMA. Nonprofits in FEMA-designated high-risk urban areas apply under NSGP-UA, and those elsewhere apply under NSGP-S. Your SAA sets its own deadline, which is earlier than FEMA’s. In FY 2026, each site needed its own vulnerability/risk assessment, Investment Justification and mission statement.

How do you help with our grant application?

You receive the site-specific vulnerability assessment your NSGP or CSNSGP application requires, organized the way the program asks for it, plus a grant-ready write-up your team can use for its vulnerability assessment and Investment Justification. Your organization prepares and submits its own application. To avoid conflicts of interest, Angel Guard Consulting does not bid on grant-funded work at sites it assesses.

Can grant funds pay for the assessment?

Grant funds can’t be used for it. The assessment and findings briefing are paid directly by your organization and are not grant-funded or reimbursable.

Does an assessment guarantee funding?

No assessment can guarantee funding. Grant decisions are made solely by FEMA and state agencies (such as your SAA or Cal OES), and no funding round, deadline or award is guaranteed.
